If there's one thing i've learned over the past few months by attending public meetings and reading local papers, it's that the taxpayers of lyons want more, not less , say in how their tax dollars are spent. the lyons fire department has proposed the creation of a fire district. on the face of things, this could save us money. however, the district's budget would be under the oversight of the state comptroller rather than the village board. taxpayers would elect the fire commissioner, but their real influence would be diminished. lyons has a very good fire department. nobody wants to reduce its effectiveness. the fire district may very well be the best option. i'd like to be sure all the facts have been presented before a final decision is made. here are some of the issues i'd like addressed: 1. who will be putting together the budget each year? 2. who would determine the salaries of the paid staff? it may be more economical to try alternative scheduling. for example, lyons town ambulance has two fulltime paid staff covering the weekday shifts. the other shifts are covered by part-timers at a lower wage, with no benefits. 3. would lyons voters have a say in determining whether we have a paid staff? 4. how many people would be overseeing the fire district? 5. is it likely that the fire commissioner would not have close ties to the fire department? 6. who would maintain and repair the equipment? right now, most of the equipment is new and hasn't needed much work. what about 5 or 10 years down the road? 7. by looking at the website firefightersonline i found that n.y. state has 1038 volunteer fire departments, 60 paid departments and 71 combination paid volunteer departments like lyons. the paid departments are mainly cities- rochester, buffalo, etc. most of the combination departments are small cities like geneva and canandaigua or suburbs like brighton or henrietta. almost none were small, rural, poor villages. 8. from lyonsfire i found that lyons fire department responded to 504 calls from may 31, 2003 to april 1, 2004. for that same period the following year they responded to 359 calls, about one per day. lyons town ambulance handles about 1, 000 calls per year or 2.7 calls per day. the lyons police department responded to 9, 420 calls last year- about 26 per day. this was up from 8, 464 calls in 2003. i do not feel we should rush into any decision. the fire department should present convincing proof that a fire district in is the taxpayers' best interest. i ask the town and village boards to bring the issue to a public referendum. let the voters decide for themselves after hearing the facts. please attend the meeting on thursday, june 23rd at 6 p.m. at the lyons fire hall. sincerely, anne salerno broad street lyons and play party poker.
